Healthier Meals & Act 1220

Act 1220 of 2003 was created to combat the crisis of childhood obesity and associated health problems.  In the 2003-04 school year, 36.7% of Little Rock School District students were identified as overweight or at risk of becoming overweight.  LRSD's Child Nutrition Department and the Nutrition and Physical Activity Advisory Committee have established the following standards:

Allowable Foods, Portion Sizes and Beverage Sales

In 2005-06, a 50/50 product mix in student accessible machines will be made available.  During the 2006-07 year, the mix of products will progress to a 75/25 mix of healthier products.  Thus, 100 percent healthy choices are to be reached by the 2007-08 school year as selections for student vending.

Elementary School

Elementary students may not:

> During the declared school day, purchase food and beverages sold/vended via machines, school stores and concessions.  This does not apply to extra milk, meal component or fresh fruits and vegetables made available by the child nutrition department.  Only extra milk (flavored, 1% or skim), 100% juice and water will be sold a la carte.  The maximum size will be eight ounces.  Any extra component purchased must be limited to only two of each four ounce item.

> Be provided or sold extra servings of desserts, French fries and/or ice cream.  

> Be provided baked French fries no more than once per week.

Middle School

Middle school students may not:

> During the declared school day, purchase or have direct access to food and beverages sold/vended via machines, school stores and concessions anywhere on school premises until 30 minutes after the last lunch period has ended, with the exception of the child nutrition department during meal periods.  

> Any foods sold during the meal period must be  1) already offered as a component of a reimbursable meal in the cafeteria; and/or 2) items that meet standards of portion sizes.

> Fried Foods:  only one of every six (6) items offered can be deep fried.

> Only extra milk (flavored, 1% or skim), water (fluoridated, caloric sweetener less than 10 calories), 100% juice and a whole fruit will be sold a la carte.

> A single purchase will be limited to one of each item.

> Vended a la carte beverages will be limited to milk, flavored and unflavored waters and 100% juices.   The maximum size will be 12 ounces.

High School

High School Students may not:

> During the declared school day, purchase or have direct access to food and beverages sold/vended via machines, school stores and concessions anywhere on school premises until 30 minutes after the last lunch period has ended, with the exception of the child nutrition department during meal periods.  

> Any foods sold during the meal period must be  1) already offered as a component of a reimbursable meal in the cafeteria; and/or 2) items that meet standards of portion sizes.

> A la carte items will include foods that meet the standards for all foods served as a part of a reimbursable meal.

> A single purchase will be limited to one of each item.

> A choice of two fruits and/or 100% fruit juices must be offered for sale at the same time and place whenever food/beverages are sold via vending machines.  Frozen and canned fruits should be packed in natural juice, water or light syrup.

> At least 50 percent of beverages in vending machines, school stores and other sales venues will be 100 percent fruit juice, low-fat or fat-free milk and water.


Fundraising Projects
> School fundraising projects involving food items will achieve at least a 50/50 balance of healthy and less-healthy offerings.

> For fundraising sales that feature a single food item, the item must be healthy.
